Scope Note: País Vasco is located in northern Spain and borders the Bay of Biscay. The Basque separatist movement resulted with the Statute of Autonomy in October, 1936. The suppression of seperatism by General Francisco Franco led to the formation of the terrorist campaign by separatist extremists against the central government of Spain. The terrorist acts in País Vasco by the Euzkadi ta Azkatasuna (ETA; Basque for "Basque Homeland and Liberty") have made the autonomous community politically unstable.
